Handicapped people never come to Miromesnil. I guess. How could they anyway? That's what I always wonder when I walk up the stairs there...
But if you think Paris is not handicapped friendly, you have not seen Mumbai!! It is already difficult for non-handicapped people to walk around I can't start thinking about people in wheelchairs... There are none anyways... (Yeah we can't call wheelchairs the carts on which the legless guys stroll around). Or they don't go out - more likely.
So here is an example of how a city starts being handicapped-friendly: filling up the gap between the pavement and the road (in Marine Drive, Mumbai). We all have to start somewhere don't we??
